High-value clients browse across a laptop, a phone and occasionally a boardroom display, and they expect the same experience on all three. Failing on one of them does not cost you a third of the impression — it costs you the whole one, because inconsistency reads as carelessness.
Consistency is a system problem
Sites drift across breakpoints when each width is designed separately. A shared scale for type, spacing and colour is what keeps a phone layout recognisably the same design as the desktop one rather than a reduced version of it.

Read your own analytics and test on the three devices that account for most of your traffic. It is a shorter list than you expect, and it is the list that matters.
